An edit changes something that's already on your site. A job adds something that isn't. That's the whole line, and it's the one worth remembering: if nothing new has to be designed, written or built, it's an edit. Edits are included or $30; jobs are quoted first, so you always know the number before we start rather than after.

One change counts as one edit even if it appears in a few places — changing your phone number everywhere is still one. Roughly, it's a change you can describe in a single message.
